In a small pot, boil the water. Then add the cocoa powder and pure maple syrup, and whisk to dissolve the cocoa powder completely. Add the chocolate chips, and stir until melted. Set aside to cool.
Add the oat milk, vanilla extract, and salt to a blender. Pour the chocolate syrup mixture into the blender, scraping the bottom of the pot if needed to get all the chocolate into the blender. Process for about 10 seconds, or until mixed completely. Taste the chocolate oat milk, and add a bit more pure maple syrup if desired.
Transfer to 4 glasses and serve. Leftover chocolate oat milk can be stored in the refrigerator.
